Mr. Courtney is a public health leader with over 25 years of experience advancing harm reduction and health equity. He leads one of the country’s largest integrated Black-led harm reduction agencies.
Under his leadership, HEPPAC has expanded community-based public health services across the San Francisco East Bay/ Oakland, integrating overdose prevention, drug checking, syringe services, HIV/HCV testing, substance use navigation, and linkage to treatment and care.
His leadership focuses on transforming innovative harm reduction strategies into sustainable public health practices, with a particular commitment to Black and BIPOC communities and people disproportionately impacted by the War on Drugs.
